All this loss of youths is not only your loss, it is a loss for the future of the global community. The Ashraf victims of 2013 and before that we commemorate today are not only the human beings who lost their lives at the hands of merciless killers who deserve to be remembered and remembered again, that also symbolizes the failure of the international community to take responsibility for untying the knots that keeps the survivors imprisoned as we speak. Al-Maliki has said to step down, but he has not yet stepped out. Al-Abadi has vowed to step up but he has not yet stepped to the plate in a way that could bring Iraq the minimum necessary cooperation, consensus and stability that is needed to help reverse the downward spiral of violence that is destroying the fabric of its society and the future of its youth. I stand here before you as the former head of UNAMI at the time of the start of the effort to find dignity and practicality, and above all respect for elementary human rights in exploring options for the future of the residents of Ashraf. The essence was and is providing effective guarantees in a cautious step by step balanced approach that I saw at a time as the only to serve justice. Afterwards things took a turn that they shouldn’t have. Regrettably, in light of the tragic events afterwards, and of the unlivable conditions in Liberty today, we have to conclude that the departing from Ashraf without securing guarantees beyond Baghdad’s control appears to be a trap. Will be the time to make clear to the Iraqi government, whoever will be in charge, that international support to the integrity of the states, should be matched by respect for human rights and by addressing the humanitarian plight of the Liberty residents. This is my plea that UNAMI will not hold back on hold the government of Iraq accountable for creating decent conditions and for stopping blockade of delivering daily life essentials and will report to the world on what’s really going on. Two, that the UN Security Council will include the plight of Liberty residents in their political and humanitarian engagement in the current events in Iraq and the wider region. Three, that the UNHCR will treat the Liberty people as refugees in need of finding a safe home and four, that the US, EU and likeminded countries will promote and support a high level mediation and facilitation group in order to break the deadlock that is keeping the Liberty residents hostage. Enough of violence and bloodshed; enough of politics ignoring people; let not peace and democracy be the promise that excludes the citizens of the cradle of civilization, let not the lives lost in Ashraf and Liberty be forgotten; let these lives lost be harbingers of freedom to be gained for all those that stay and continue to stay behind.
