Dear Mr. Banki Moon,
While the difficult conditions in the relocation process from Camp Ashraf to Camp Liberty is blocked by Iraqi Government since past two month, we are updated that there was the in Paris between the representatives of the Camp Ashraf refugees and Ambassador Kobler from the UNAMI.
During the negotiation ways to meet minimum humanitarian requirements were discussed in an extremely responsible and constructive manner. The representatives of the Iranian refugees, and foremost Mrs. Maryam Rajavi, President-elect of the NCRI, suggested practical and feasible solutions for solving the current problems quickly, without any requirement for a new road map.
We knew that:
1. 2000 persons of the residents of Camp Ashraf (already Two-third), have transferred to Camp Liberty
2. The residents have lived in Ashraf for 26 years and have turned it into a modern city with necessary facilities. But in Liberty they lack minimum human requirements. Transferring them to Liberty is a “forcible displacement” and is the same as a prison.
3. Since December, the government of Iraq, through Mr. Kobler, has repeatedly promised to provide the humanitarian requirements. But nothing on the ground has been solved and all promises have turned to be sheer lies (all documents are exist).
4. The government of Iraq is currently pressing for the sixth convoy of residents to be transferred but without minimum humanitarian requirements, which will lead to a catastrophe
5. The residents of Camp Ashraf announced that the sixth group is ready to immediately go to Liberty after 8 items of minimums humanitarian necessities are provided, which are:
– Connection of Liberty to the city water network or pumping water from a river adjacent to the camp,
– Transfer of their 6 generators of 1.5 Mega Watt,
– allowing the sale of the movable and immovable properties and its start,
– Constructions of special facilities for disabled and ill people,
– Transfer of the six utility vehicles,
– 6 trailers for the disabled,
– Transfer of 5 forklifts
– 50 passenger cars.
The Refugees in Camp Ashraf provided a detailed plan on 26 of July to Mr. Kobler and through him to the government of Iraq. With this plan the above 8 items can be resolved using resident’s own funds and
using Iraqi contractors, all in one month. That can start immediately when the government of Iraq agrees with the plan. The plane takes only one month.
6. The government of Iraq obstructs this very simple plan and threatens to use violence. The government of Iraq receives its orders in regard of Ashraf directly from the regime in Tehran and for this reason; it is planning for a third massacre. That is because Tehran regime wants to destroy its opponents through Iraqis. This will be much more dangerous in Liberty.
The fact is that despite what was initially announced, Liberty is not a temporary transit location, and residents must reside there for a considerably long period of time. Thus, the current conditions are extremely problematic and increasing the number of residents is only done responsibly when the minimum humanitarian needs are met. Therefore we recommend the residents of Ashraf to move to Camp Liberty after to fulfill the above minimum humanitarian needs.
