European Council President Donald Tusk called on leaders of the continent to maintain their solidarity and welcome more asylum seekers.
At least 100,000 asylum seekers must be divided between EU member states, he said, adding if the leaders are not willing to take up this task the slogan of solidarity will be meaningless.
Four months European leaders failed in reaching an agreement on how to divide 40,000 refugees.
EU migration affairs chief Dimitris Avramopoulos said on Monday after six hours of negotiations between EU interior ministers that they failed to reach an agreement on how to house 120,000 asylum seekers. Most European countries agree, but not all.
