Some residents believe the foam is from detergents in the sea but the Environment Agency says it is algal matte

BBC News, 18 November 2016 – Foam has been spewing out of an airport hangar into the surrounding streets in Santa Clara in California.
It is apparently a fire retardant from the hangar’s fire prevention system.
