The VOA news cited U.S. ambassador to U.N. Zalmay Khalilzad as saying: despite the negotiations between United States and Iran, there has been no change experienced in Iranian regime policy in Iraq. He added Iran has a double standard policy in Iraq; in the one hand it speaks of friendship and cooperation, and in the other hand the Qods force of IRGC supports arming and financing the militias. The Qods force is directly involved in killing U.S. forces also Iraqis either Shiites or Sunnis.
