Ayatollah Sheikh Muhammad Ibrahim al-Ansari released an explicit decree in Karbala regarding water cut-off and explosion of water pumping station or water carrying pipelines for political objectives.

According to Ayatollah Ansari, prohibition of water cut-off is an absolute affair, and it has to be implemented either in the time of peace or war; even it is not permitted for heathens.

Ayatollah Ansari emphasized: According to what has been narrated from Prophet Mohammad, the people have three things in common: fire, water and food ration.
