
The Iraqi government has once again failed to honor an agreement with UNAMI to provide transport trucks on Tuesday June 19 for the transfer of the remaining equipment and belongings of 800 residents of Ashraf, who were transferred from Ashraf to Liberty in groups 4 and 5, on April 16 and May 4.
According to an agreement reached in the presence of UN monitors, the transfer should have taken place by May 6, but was postponed deliberately by the Government of Iraq (GOI) many times.
UNAMI declared on June 13 that a workgroup would go to Ashraf in order to discuss the transfer, and the matter of confiscated belongings in two containers (estimated value at $120,000 USD), the transfer of air conditioners to Liberty, and the sale of the residents’ belongings. Ashraf representatives welcomed this initiative. UNAMI, however, later announced that they would not be able to go to Ashraf on June 16 due to security conditions and the trip was therefore postponed.
Mr. Martin Kobler, Special Representative of the UN Secretary General in Iraq, later declared in a monitoring report to the UN which was attached to his June 14 letter that: “GoI will provide 25 trucks for loading of the remaining items from M4/5 on 19/6/12. Resident’s representatives agree to start loading on 19/6/12.” Also “GoI will allow 300 AC’s to be transported with the remaining personal belongings from 19/6/12. Resident’s representatives agree to start loading on 19/6/12.”
US Ambassador Daniel Fried was also informed of the above agreement and had approved of it on the same date.
But today, June 19, 2012, the transport trucks have not arrived in Ashraf and once again this promise along with many other commitments made by the GOI and provided for in the SRSG letters have not materialized.
This is yet another example of the sort of behavior that the GOI engages in to obstruct a peaceful resolution and prevent the residents from attaining their legal rights, and is contrary to negative reports depicting the residents at fault in the delays of transfers to Liberty.
The National Council of Resistance of Iran issued a statement yesterday underlining that the main problem in proceeding with transfer of Ashraf residents to Liberty is the Iraqi government’s failure to meet commitments and fulfill agreements.
