
NEWS 24 – 28 June 2015 – The National Council of Resistance of Iran (NCRI) unveiled a major on the Iranian regime tactics and strategies during their nuclear negotiations with the global community. The report was released by the NCRI’s U.S.Representative Officer Deputy Director، Alireza Jafarzadeh، via an online briefing.
The report included data compiled from public sources، as well as sources within Iran. This data was assessed for the principles and tactics that Iran was using to obtain its objectives and gain concessions. The report was meant to highlight how Iran is avoiding the dismantling of its nuclear program، despite attempts to appear moderate during negotiations.
The report’s key findings were three red line areas within the negotiations. The first is no access to its military sites by inspectors. Second، the inspectors would have no access to the Iranian nuclear scientists. Finally، there would be no discussion of stopping Research and Development (R&D) in the nuclear field.
“The framework that Khamenei has specified، and which the regime’s senior officials have been in consensus with him on، has been that the talks must only focus on previously revealed sites، projects and aspects of the nuclear program that cannot be denied، ” the NCRI report emphasized. “In other words، the main redlines for Khamenei have been to maintain the most crucial and fundamental aspects of the nuclear weapons program and he has reiterated this time and again“.
“Khamenei’s goal has always been to obtain nuclear weapons، and sticking to the three key red lines that the report has established clearly shows his ultimate objective in this project، something that he has not been willing to relinquish، ”said Shahin Gobadi of NCRI.
One way the report believes that Iran is detracting from the human rights and the three red line areas is trust building versus transparency. As such، the report points to information that Iran “disclosed ”that was already previously known. Another has been the issuing of a fatwa against nuclear weapons، but the standard practice for fatwas has not been observed. In addition، not all fatwas are binding for various governments and officials، even if it had been released in the standard format.
The report focused on two periods of negotiations، 2003-2004 and 2013-2015. It identified seven principles and eight tactics that have been used by Iran to maintain their nuclear ambitions. Some of these tactics include minimizing the military dimensions of the nuclear program or avoiding discussing them altogether. Iran has also excluded military sites from inspections. They have also refused to discuss any sites that aren’t already disclosed.
The NCRI report points out that talks with Iran have little forward progress because they don’t really dismantle the current nuclear program. NCRI President Elect Maryam Rajavi pointed out that these talks with Iran will not achieve the end of its nuclear program as the global community hopes. Instead، Rajavi supports continuing the sanctions and forcing the regime to give up its nuclear ambitions.
