Dear Secretary General,
We were informed yesterday of the results of a meeting on 26 July in Paris between your
special envoy to Iraq, Mr Martin Kobler, and Iranian representatives of the residents of
camps Ashraf and Liberty. According to a statement released by German observers, Prof.
Dr. Rita Süssmuth, former President of the German federal Parliament (Bundestag); Prof.
Günter Verheugen, former Vice President of the European Commission and Otto Bernhardt,
board member of the Konrad Adenauer Foundation, “practical and feasible solutions for
solving the current problems quickly” were discussed.
Suggestions put forward by Mrs Rajavi were “practical and feasible” and focused on the
immediate humanitarian needs of the residents. The residents have taken responsibility to
resolve all the humanitarian shortcomings within a month, at their own expense, so long as
Iraq does not hinder them. The UN and UNAMI ought to convince Iraq that it is in its best
interest to remove obstacles in providing these minimum needs that have no financial burden
on Iraq. If there is any genuine desire by Iraq for a peaceful resolution to the crisis, it should
facilitate the provision of these requirements for the relocation of the 6th group to resume
without further delay.
The residents’ suggestion to resolve all remaining issues with provision of water, electricity,
cars, renovations, and facilities for the disabled are very practical, and if Iraq is not
intending to make life more difficult for the residents it could easily agree with such a plan.
We find the position of the Iranian Resistance very logical and responsible. If Iraq does not
agree to these minimum points, it would be apparent that it intends to repress the residents,
as is being demanded by the Iranian regime.
The UN and US must have a clear position here. We do expect to see your voice raised over
this issue. If Iraq does not allow implementation of this plan then it clearly would be time
for the UN to make public all the Iraqi breaches of the terms of the MOU. The residents,
recognised as asylum seekers by the UNHCR, want nothing excessive. They have basic
humanitarian needs for decent living standards for the duration of their stay in Camp
Liberty, which according to a recent UNHCR report could be lengthy.
Should Iraq attempt to forcibly relocate the residents inside Iraq or repeat the previous
massacres at Ashraf, the UN and US would be deemed as complicit. The UN should not
delay in supporting the residents’ plan to provide all their basic humanitarian needs by
themselves.
