‘Australian Supporters of Democracy in Iran’ asked for US assuming Ashraf resident’s protection
In a letter to the US Secretary of State, Australian Supporters of Democracy in Iran protested against the sudden entry of the Iraqi police forces to Ashraf and asked for assuming Ashraf protection by the US forces.
The letter reads:

Protest against Iraqi Police threat to Ashraf residents, Iraq

Dear Secretary Clinton,

On Wednesday morning May 28, 2009, the Iraqi police entered Ashraf City, home to more than 3,400 members of People’s of Mojahdein Organisation of Iran
This action follows threats made by Mr Mouwaffaq al-Rubaie, a senior official of the government of Iraq, against the residents of Ashraf City, members of the People’s Mojahedin Organisation of Iran (PMOI), reported on January 23, 2009. Ayatollah Ali Khamenei, the Supreme Leader in Iran, in a meeting with the Iraqi President Talibani as recently as February 28, 2009, said: “The mutual agreement regarding the expulsion of the Mojahedin (PMOI) from Iraq…must be implemented and we are waiting for it’.
Mr Mouwaffaq al-Rubaie, quickly threatened the residents of Ashraf and said that a “poisoning and painful process” would finish them off and therefore outlined a 10-point declaration against Ashraf.
This repressive measure took place while a delegation from Iran, headed by Saeeid Jalili (the regime’s chief nuclear negotiator), recently visited Iraq. This is another part of mullahs’ blackmail and conspiracy against the PMOI in Ashraf, who are “Protected Persons” under the Fourth Geneva Convention. These threats and physical attacks now risk an humanitarian catastrophe. Ashraf City is already under the control of the Iraqi Army and therefore there was no need for the Iraqi police to enter the Camp.
This deeply threatening conduct by the Iraqi government against the PMOI and Ashraf residents is unjustified and wrong, and therefore Prime Minister Nouri Al- Maleki, as an official authority, must be accountable for these unlawful actions. These recent developments, and particularly today’s repressive measure, indicate that the Iraqi government possesses neither the will nor the necessary independence of action to respect the rights of Ashraf residents as Protected Persons under the Fourth Geneva Convention. The Iraqi government appears unable to implement the European Parliament’s recent resolution which determines the minimal rights of Ashraf residents.
The European Parliament, on April 24, 2009, adopted a resolution urging Iraq to respect the rights of Ashraf residents in the framework of the Geneva Conventions, to end the siege of the city, and refrain from forcibly displacing, deporting, or expelling the residents in violation of the principle of non-refoulement. On the other hand the Iraqi government has signed a mutual agreement with the USA and guaranteed the protection and human rights of the Ashraf residents.
Consistent with the international obligations of the United States and in the framework of the Right to Protection (RTOP) as well as based on the obligations arising from the agreement between the residents of Ashraf and the US military forces, the protection of Ashraf residents continues to be the responsibility of the US military forces. We therefore ask you to ensure that the US military forces guarantee the protection of Ashraf residents and restore the pre-January 2009 situation, when the US forces were protecting the residents of Ashraf.
Yours sincerely,
Peter Murphy
