The secretary of Iran’s Expediency Council, Mullah Jannati said executions were carried out under the direct authority of late Ayatollah Khomeini. In an interview with Iran’s television, Jannati also admitted to the arbitrary trials and said: “there were issues that I couldn’t decide on my own. So I asked ’Imam Khomeini’ which ones can we execute? He replied by saying ask me when you have any doubt about executing a person. So we did that and every time there was a doubt as to who can we hang, Imam would say his or her guilt is obvious and we should not hesitate to hang the victim. In the view of Imam, they all were guilty.”
