On February 6, 1922, the United States, Italy, Britain, Japan and France signed the treaty of naval competition stall and confinement of naval weaponry between themselves.
Russia was not stabilized after the revolution adequately yet to be participated in the treaty and Germany that was defeated in World War I, based on Versailles Treaty, had lost its armada and had been denied the right of possessing heavy warship. The treaty only lasted less than four years and rivalry for building naval armament culminated.
