Dear Secretary General,
We would like to inform you that we are very concern about residents of Ashraf these days and we are writing to you to ask you to do your outmost to stop new massacre in near future in Camp Ashraf.
At the same time we have been informed that the negotiations held two days ago in Paris between the representatives of the Ashrafian refugees and Mr. Kobler from the UNAMI. During the negotiation the representatives of the Ashrafian refugees, suggested practical and feasible solutions for solving the current problems quickly.
In Paris Meeting, utmost willingness to cooperate with the relocation imposed upon residents from Camp Ashraf to Camp Liberty and resettlement in third countries was reiterated. At the same time it was stressed that humanitarian needs must be met as soon as possible. Once provided, the relocation of the remaining residents is a given, and will be quickly executable.
The situation in Camp Liberty, which 2000 Camp Ashraf residents have been relocated to is very distressing. The lack of humanitarian standards, which the Iraqi government was required to implement based on the MoU, has damaged the trust and is not acceptable. That is the reason the sixth Ashrafian group will move to Camp Liberty only after their eight minimum humanitarian needs are fulfilled. Residents have informed Mr. Kobler that they would provide the needs at their own costs and resources within a month but Iraq obstructs it. Since the transfer of the first group 6 months ago, not a single refugee has been transferred safely to a third country.
In reality despite what was initially announced, Liberty is not a temporary transit location, and residents must reside there for a considerably long period of time. Thus, the current conditions are extremely problematic and increasing the number of residents is only done responsibly when the minimum humanitarian needs are met.
We really do not recommend the residents of Camp Ashraf to move to Camp Liberty before to achieve the minimum humanitarian needs as Mr. Kobler knows them well, which is not fair at all to ignore them.
